Notification of the formal public consultation on the Wigmore Group Draft Neighbourhood Plan (Regulation 14 Neighbourhood Planning (General) Regulations 2012)

Your Parish Council has been preparing a draft Neighbourhood Development Plan for the four parishes of Wigmore Group. This draft plan has been based on residents’ views that have been expressed through consultation and also on Herefordshire Council’s Core Strategy.

The Draft Plan has now been published for formal consultation with local residents, statutory bodies, businesses and other interested bodies. The consultation period runs from Monday 11 December 2017 until 5pm on Monday 29 January 2018.

During this consultation you may view the draft plan and associated documents on this web page. You can also see paper copies of the draft plan at Wigmore Village Shop, Wigmore Village Hall, St James’ Church, The Oak and The Castle.

If you would like to make any comments on this draft plan during the consultation period you can either email them to the parish clerk at clerk.wigmoregpc@outlook.com  Or you can put them in writing and send them to 6 Bury Court Park, Wigmore, Leominster, HR6 9US. A Response form is attached for your convenience however you may respond in a different format if you so choose.

What will happen next?

Following this public consultation, the Draft Neighbourhood Development Plan will be revised and a final plan will be submitted to Herefordshire Council to check that it complies with all the necessary regulations. The final plan will then be published for another public consultation (Regulation 16). Following this, the final plan will be submitted to an Independent Examiner for assessment and, if passed, a referendum will take place on the plan.

Wigmore Group of Parishes Neighbourhood Plan

What is Neighbourhood Planning?planning

Neighbourhood planning is a key part of the Localism Act. It is a process of determining and documenting the needs of our villages over the coming 20 years. This process requires consultation with residents and stakeholders as well as recognising the requirements of the Herefordshire Local Core Strategy 2011 to 2031.

The villages here are those covered by the Wigmore Group Parish – namely

  • Wigmore
  • Leinthall Starkes
  • Elton
  • Pipe Aston

What has been happening so far?

In these villages an initial paper survey has been conducted to gather residents views on a number of topics and  a draft neighbourhood plan has been published.

After further consultations with residents and other stakeholders and an independent assessment of any proposals, the parish council will present a proposed plan to the local authority. Once agreed this plan will be the subject of a local referendum for residents.

With a simple majority in the referendum the plan may then be adopted and will have the force of law supporting it.

A summary of the initial survey findings may be seen as follows:

A number of parish councillors have attended various seminars on Neighbourhood Planning with the local authority. A budget has been compiled and an application for funding is now underway. Within Herefordshire some 12 parishes have now successfully received a grant for their NP process. None have been refused.

The parish council has agreed to use a consultancy to assist with the production of the plan and the costs associated with this work has been included in the grant application. We have been successful in obtaining the grant and we have appointed Kirkwells to assist us in producing a Neighbourhood Plan document.

We are planning to hold an open meeting in mid year at which residents can find more information, take part in workshops, and make their views known to the NPO team on a range of topice including housing, touirism, commercial activities and others that may affect our community.
